Why Become a ToRCH Partner

B3 services are additional support for Medicaid recipients that help people remain in their homes and communities. These services are in addition to the services in the Medicaid state plan. Community-based organizations that provide these services are eligible for reimbursement from the ToRCH program. 

B3 services include:

  • Expanded supplemental health-related transportation for a Medicaid recipient to attend a SNAP or WIC appointment, including job/skills services under SNAP or seek out a community resource from a ToRCH partner to whom the participant is referred during screeing
  • Supplemental health-related transportation for a Medicaid recipient to attend a group counseling session not otherwise covered under the Medicaid benefit for weight loss or addiction treatment (alcohol, tobacco, SUD, etc.)
  • Nutritional counseling and education to teach Medicaid participants how to leverage SNAP and WIC benefits at the grocery store to purchase healthier foods or develop cooking skills to complement the above, including providing recipes that are culturally acceptable and feasible to prepare at home
  • Home-delivered meals to provide one highly nutritious meal per day that is specifically targeted to address a chronic health condition
  • Environmental modifications are physical modifications to the home of the Medicaid participant that are necessary to ensure the health, welfare and safety of the participant or enable the participant to function with greater independence in the home
  • Environmental goods and services are goods and services provided to the home of the Medicaid participant to improve the air quality and breathability mitigate unsafe conditions due to pests

How to Become a ToRCH Partner

Community-based organizations and health and human services organizations in Pettis County are welcome to participate in ToRCH by sending an email to torch@brhc.org. There is no cost for organizations to participate.
